Germany is one of the stricter EU markets when it comes to hemp product testing: German authorities generally assess consumer hemp products against total THC (Delta-9 THC plus the THC that THCa converts into when heated), not Delta-9 THC alone. That matters if you're importing THCa-rich flower, because a product that reads low on a Delta-9-only test can still calculate over the line once THCa is factored in.
